Corsenside Parish Council Meeting

Minutes of the meeting held on Monday 14th of November 2022

Corsenside Parish Hall, West Woodburn at 7.30pm

Present:  Councillors: C. Hamilton (Chair), C. Hawman, A. Harding, A. Wilson & S. Smith.
Clerk: C. Woodcock.  Members of the Public: None

 

  1. Apologies for absence: Cllr D. Mole,
  2. Code of Conduct (Declaration of Interest): Cllr C. Hamilton in respect of The Gun at Ridsdale & the Corsenside Flood Resilience team. Cllr C Hawman in respect of Revitalising Redesdale, North Tyne Youth and The Gun at Ridsdale. Cllr A. Wilson in respect of The Gun at Ridsdale; The Green Rigg Steering Group & 13 Group. Cllr S. Smith in respect of Bellingham Middle School Parents, Teachers and Community Association & the Corsenside Flood Resilience team. Cllr A. Harding in respect of The Ray Wind Fund.
  3. Opportunities for members of the public to raise issues: None raised.
  4. Minutes of Corsenside Parish Council meeting held on Monday the 3rd of October 2022: Signed as a true and accurate record.
  5. Matters arising from the minutes: Cllr C Hamilton reported that he met with a representative from NCC pest control who undertook an extensive inspection of the reported problem areas in Ridsdale. No evidence of an infestation was found. Advice was issued which will be shared locally, namely to cease bird feeding for a minimum of 4 weeks. It was also suggested that rat bait can be better used if removed from the casing and spread out in a tray, it must be made clear this is only allowable in indoor environments where other species would not have access to this poison.
    The clerk wished to offer thanks and acknowledgement of a large job swiftly done to Cllr S Smith who has refreshed the planters in East and West Woodburn.
  6. Notification of any other business for discussion, at the Chairman’s discretion, under item 21 below: Cllr C. Hamilton, the clerk and Cllr C. Hawman had points to raise.
  7. County Councillor’s Report: None.
  8. Ongoing Issues (formally Action Point List): 91. TWM have offered to collect the Ridsdale speed signs for inspection on 21st November, clerk is to give consent to proceed. The replacement signs for West Woodburn are due to begin production in December and installation is hoped to be complete that month. 95. Chris Mowatt has scheduled installation of the goal posts for 22nd November,
  9. Play Area: The fungi that have been fruiting inside the play area have been checked with experts and most are innocuous, although one may cause harm if ingested. The advice gathered varied but most preventative measures were ruled out as ineffective. Clerk to share this information with local Facebook group The Clarion.
    A quote of £277 has been received to do the work to replace 3 damaged stepping logs, while the quote from Playdale for the logs was £301.93. The clerk has been advised to place these orders and organise this repair as soon as possible. It has been advised that the quote for installation may increase marginally depending on how the original logs are held in the ground. Several trips to the play area by the clerk, councillors and staff at NCC have each failed to find any cat faeces leading to hopes this problem has subsided.
  10. Volunteers and Community Spending: Nothing to report.
  11. Wind Power Stations & BANTR: Nothing to report.
  12. Parish Hall: Nothing to report.
  13. Revitalising Redesdale: Cllr C. Hawman shared disappointment that no response to her queries put to RR, nor their recent meeting minutes have been received, as such she has nothing to report at this time. She will continue to press for a response to our queries before RR is wound up.
  14. West Woodburn First School – School Field: Concerns over responsibility for the boundaries around the land under transfer have been resolved and legal papers have been signed leading to hopes the transfer may be complete soon. It was decided that alongside the clerk’s address, the Chair and Vice Chair’s details will be added to the land registry records for any future correspondence about the site.
  15. Planning Matters: a) For decision – 22/02800/FUL Change of use of redundant barn to one dwelling with associated water treatment plant, parking and amenity space: Peel Cottage Barn, NE48 2SB.- The council wish to comment “No Objections”  b) Decisions from NCC – i. 22/02878/FUL Installation of dry stone cairn structure, NE48 2SA – GRANTED, ii. 22/00393/FUL Siting of 'Timber Living Trailer' Land South of Jubilee Cottages – REFUSED - There is concern that the questions the parish council put to NCC about this development went unanswered, subsequently the records show CPC made no comment. It was felt this did not accurately represent the situation as the CPC lacked the information to make a determination. Clerk to raise this with NCC. It was felt that the refusal to grant this planning permission based on a lack of access to public transport was questionable, with concern that decreasing the amount of people in the area may in fact further jeopardise local public transport services.  c) Appeal Notification - 22/00393/FUL Siting of 'Timber Living Trailer' - Land South of Jubilee Cottages West Woodburn. Clerk to confirm what input the parish council has on this matter.
  16. Other correspondence: i) NCC have given notice they plan to extend, by a further 3 years, the Public Spaces Protection Order, which primarily outlines control measures for dogs. The parish council fully support this. Clerk to share relevant clauses with parishioners. ii) NCC are also updating their Gambling Policies Statement, the parish council offers no comment. iii) NCC shared their Gypsies, Travellers and Travelling Showpeople Local Plan – as Corsenside is not in a priority area for this plan the council offer no comment.
  17. Finances –a) Invoices for payment – i. Laptop £496.28 [PAID], ii. CW Wages £227.14 iii. Poppy Wreath £25 iv. McAfee Anti-Virus - £24.99 v) Bank Fees - £18 vi) Playdale 3 walking logs - £301.93 b) Bank Balance £12834.42 c) Precept Meeting- a mutually convenient date has been set for clerk, C Hamilton & A. Wilson to discuss 2023 Precept prior to the next council meeting d) Clerk Salary Review: Cllr C Hamilton explained that a pay award has eventually been agreed between the employers and unions and implementation was to be backdated to April 2021. The clerk has been asked to calculate the number of hours worked in order to organise payment of arrears. An annual performance review of the clerk will be undertaken this month.
  18. Matters for discussion at the chairman’s discretion: The clerk sought confirmation of ticket prices and numbers ahead of January’s Panto, £7 for adults, £3.50 for children and £17 for a family of 4 was decided. 70 tickets will be offered for sale. Cllr C Hawman raised the issue of the changes to the Hexham Constituency boundaries in the hopes of ensuring parishioners were aware of the plans and had their chance to comment. Clerk to post details online. Cllr C Hamilton announced that Cllr A. Harding has indicated his intention to resign and that December will be his last meeting. He will submit a formal letter of resignation. This means his seat with the Ray Windfarm Community Interest Company will become vacant and will require filling. Following the receipt of the official resignation of Jill Fenwick in mid-October, CPC will begin the process of replacement by posting notice of the vacancy on 15th November.
