PROCUREMENT

The Transparency Code came into force on 1 April 2015 and requires the online publication of certain information which the Government requests, to provide taxpayers with a clear picture of the authority’s activities, spending, and governance, and will improve the ability of communities to hold local public bodies to account. 

Where procurement is concerned Town Councils must publish details of every invitation to tender for contracts to provide goods and/or services with a value that exceeds £5,000.

For each invitation, the following details must be published:

  1. Reference number
  2. Title
  3. Description of the goods and/or services sought
  4. Start, end and review dates

We must also publish details of any contract, commissioned activity, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000.

For each contract, the following details must be published:

  1. Reference number
  2. Title of agreement
  3. Description of the goods and/or services being provided, supplier name and details
  4. Sum to be paid over the length of the contract or the estimated annual spending or budget for the contract
  5. Value Added Tax that cannot be recovered
  6. Start, end and review dates
  7. Whether or not the contract was the result of an invitation to quote or a published invitation to tender
  8. Whether or not the supplier is a small or medium sized enterprise and/or a voluntary or community sector organisation and where it is, provide the relevant registration number.

The Council's Environmental Tenders were subject to procurement in 2016, for contracts beginning in 2017, running till 2020.
