Minutes and Agendas
In the interest of openness parish councillors make all significant decisions in council meetings of which public notice is given and which are open to the public to attend.
Minutes are posted in draft format in their entirety, shortly after the meeting and will be updated after they are signed, as a true and correct record of what took place after the following meeting.
Members of the public are invited to attend public meetings. There will be a period of public participation and members of the press and public are invited to address the Council 15 minutes prior to the commencement of the meeting. Please see Public Participation Notice on the website (revised 28/05/2020).If there are no items from the public, the official meeting will commence at the published time.
Members of the public may attend the remote meeting by emailing the clerk (details below) and requesting the login details. These will be sent, once your identity has been verified. Any member of the public may make a presentation to the meeting (no more than three minutes), by submitting a written summary to the Clerk, no later than 24 hours prior to the meeting, by email. Alternatively, the Clerk will read the statement out in full at the PC meeting.
Some online video council meetings in Somerset have been trolled and disrupted with unsuitable behaviour and so the PC are taking these steps to ensure that the safety of all who take part can be assured.
03/04/2020 : L01-20 | THE LOCAL AUTHORITIES AND POLICE AND CRIME PANELS (CORONAVIRUS) (FLEXIBILITY OF LOCAL AUTHORITY AND POLICE AND CRIME PANEL MEETINGS) (ENGLAND AND WALES) REGULATIONS 2020 The above 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) for a specified period until May next year. They also remove the requirement to hold an annual meeting. Therefore, the current chairman will remain in place until an annual meeting is held (possibly next year).
Following the Prime Minister’s statement on Monday 23rd March 2020 the Withypool & Hawkridge Parish Council have been unable to hold their meeting which was due to be held on Tuesday 24th March 2020, to pass the Business Continuity Motion.
The Withypool & Hawkridge Parish Council have all agreed to pass this motion via email response, as they are unable, at the present time, to hold a public meeting. The Withypool & Hawkridge Parish Council understand that this is not recommended procedure but in the light of the present restrictions they feel it is the only way that the parish council can continue working. The councillors emailed responses will be kept on file by the clerk for future verification if it is required.
