Corsenside Parish Council Meeting

Minutes of the meeting held on Monday 4th of September 2023

Corsenside Parish Hall at 7.30pm

Present:  Councillors: C. Hamilton (Chair), C. Hawman (Vice- Chair), S. Smith, A. Wilson, D, Anderson & K. Traill.
Clerk: C. Woodcock.  Members of the Public: None.

 

  1. Apologies for absence: Cllr. D. Mole.
  2. Code of Conduct (Declaration of Interest): Cllr C. Hamilton in respect of The Gun at Ridsdale & the Corsenside Flood Resilience team. Cllr C Hawman in respect of The Gun at Ridsdale and North Tyne Youth. Cllr K Trail in respect of North Tyne Youth. Cllr D Mole in respect of Friends of Corsenside. Cllr S. Smith in respect of Bellingham Middle School Parents, Teachers and Community Association & the Corsenside Flood Resilience team.
  3. Opportunities for members of the public to raise issues: None

  5. Matters arising from the minutes: None
  6. Notification of any other business for discussion, at the Chairman’s discretion, under item 17 below: Cllr K Traill one point, Cllr Hamilton two points.
  7. County Councillor’s Report: None.
  8. Ongoing Issues (formally Action Point List): 91. Speed signs. Over the summer several installation dates were given, all passed without event. More recent attempts by the Chair and Clerk to contact TWM via phone or email have gone unanswered. Action will be taken to reach the head of the company as concern is mounting TWM may be in difficulty.
  9. Play Area: i. Maintenance of the benches has begun now the summer holidays are over. ii. Cllr. Hawman has researched Green Gyms in the funding may be secured to install one on the village green. Various options were discussed and cost-effective packages seem achievable. It was decided to canvas local opinion at the Parish Show before deciding on the next steps.
  10. Volunteers and Community Spending: The Bay Horse defibrillator battery expired early but has since been replaced.
  11. Wind Power Stations & BANTR: Due to annual leave the following report was not read aloud at the meeting but arrived before production of the minutes: July update: H2O trails were awarded a grant to improve facilities for open water swimming and to promote this within the local area including local school children. Though this was subject to seeing appropriate policies and insurance documents. North Tyne & Redesdale Community Partnership was awarded a grant to continue providing soup and sandwich socials for the most isolated parts of the community. All stars Active CIC was awarded a grant to provide sports holiday camps at Otterburn.
  12. Parish Hall: Corsenside Parish Hall now has a full complement of trustees for 2023-2024 but continue to seek volunteers. The Hall is now open on Wednesdays between 2 and 3 pm for refreshments.
  13. Planning Matters:    a) None  b) Decisions from NCC -  None.
  14. Other correspondence: i.  The PCC requested a donation towards the grass cutting costs for the churchyard, CPC’s donation has remained £300 for 6 years and it was agreed to increase this to £360 to help with raised costs. This was done with the caveat that further increases would not be assumed but discussed at such time as they may be necessary. ii. Bellingham Parish Council are seeking a solution to the unsatisfactory management of the flooding of the Bellingham/West Woodburn road. They suggested that in a joint application from the Parishes a grant be sought to purchase electronic signs able to close the road at short notice. CPC have concerns that such important equipment should not need to be purchased privately. After initial enquiries suggested neither NCC nor the Environment Agency would fund this, it was decided to contact C.Cllr John Riddle for clarification of where the responsibility lies.

  16. Matters for discussion at the chairman’s discretion: i. Cllr Traill reported correspondence from a parishioner describing the uneven surface of the path along the A68 between the Bay Horse and the turn for Low Park; and the area in front of Bridge End Cottage. This is proving dangerous to traverse for anyone with mobility issues. Matter to be reported to NCC for repair.  ii. Cllr. Hamilton has spoken with Alex McClean of Forestry England to receive an update about the ongoing matters including dog mess, overgrown trails and plans for a jubilee plantation. The legacy of Arwen has slowed progress but FE are optimistic that now staffing issues are resolved these issues may move forward. It was suggested that Cllr Hamilton also mention the problems caused by mini buses parking along the Knowsgate road. iii. Cllr Hamilton thanked Cllr Smith and the clerk for their work on the newsletter and the clerk’s work on the Certificates presented to thank former councillors for their long service.
