PLANNING APPLICATIONS

Belsay Parish Council - as a statutory consultee of Northumberland County Council (NCC) - is asked to comment on all planning applications within the Parish. The County Council must take into account, but not necessarily follow, the views or recommendations of the Parish Council.

 

Planning applications considered by the Parish Council will be listed on agendas and the decisions recorded in the minutes of the meeting.

 

The Parish Council is consulted for its local knowledge but does not determine a Planning Application. This is the role of the planning committee at NCC (made up of County Councillors) or sometimes by the planning officers using delegated powers. Their decisions are based upon Planning Policies set out in the Local Plan, Planning Policy Statements and Government Guidance.

What do I do if I have an interest or want to object to a planning application?

If you wish to object you must write to, or email Northumberland County Council planning@northumberland.gov.uk and send a copy to the Parish Clerk so that we are aware of your valid views. 

 

What issues or concerns can I raise?

  • The council's planning policies.
  • Central government planning guidance.
  • The size, appearance, layout and density of the proposed development.
  • Daylight, sunlight and overshadowing.
  • Overlooking or loss of privacy.
  • Means of access, parking, servicing, traffic generation, highway safety.
  • Impact on landscape and ecological habitats.
  • Effect on listed buildings, conservation areas and archaeology.
  • Noice and disturbance.
  • Air quality and odours.
  • Contamination.
  • Flood risk.
  • Renewable energy, sustainability of proposed development.
  • Crime prevention and commuity safety.

 

The following are matters which the council cannot take into account:

  • Private property matters such as boundary and access disputes, rights to light, restrictive covenants, capacity of private drains, damage to property during construction.  Building over water/sewerage systems are matters for Northumbrian Water.
  • Effects on property value.
  • Trade competition.
  • Loss of view.
  • Building Regulations matters such as structural safety and fire prevention and matters covered by other laws such as alcohol or gaming licences.
  • The applicant's personal conduct, history or motives.
