Environment Agency Flooding Advice
The Environment Agency provides advice for residents on preventing and dealing with flooding in a number of leaflets most of which are available on their website www.gov.uk/flood.
The main leaflet is Flooding: before, during and after available at https://www.gov.uk/government/publications/flooding-what-to-do-before-during-and-after-a-flood
There is also a template for personal flood plans at https://www.gov.uk/government/publications/personal-flood-plan so residents can plan now what they would do with their pets, gas, electric etc. if they were flooded.
